Język rosyjski. Na blankiecie z drukowanym nagłówkiem Departamentu Pocztowego. Józef Strumiłło był synem słynnego Józefa Strumiłły (1774-1847), botanika i autora książki „Ogrody Północne”. Sam również prowadził ogród w Wilnie będąc propagatorem nowoczesnego ogrodnictwa. Wraz z tym dokumentem Strumiłło odchodzi ze stanowiska inspektora 1 okręgu i otrzymuje nagrodę finansową. Dwa podpisy: dyrektora i naczelnika oddziału. Stan dobry.
